Perform Execute Fund Move

This method is used to move funds from the offering's escrow to issuer's account when the offering has been closed (closeOffering). This is a virtual fund movement within TransactAPI. This does not physically move funds to the issuer's bank account but it will move funds from the virtual escrow account to the virtual issuer's account. This method is used for optional tracking purposes.
